 The ability and capability to achieve MoF’s organizational goals through: –

  • Identify the Ministry of Finance (MoF) Business strategy, process, and objectives.
  • Identify the Ministry of Finance and external stakeholders “50+ Governmental entities” requirements and Identify the major business processes and system functionality.
  • Hold Meetings with top management, stakeholders, end-user to understand and identify their needs.
  • Evaluate Ministry of Finance IT domain Governance, Infrastructure, and operations.
  • Identify Oracle E-Business Suite Application major problems that cause bottlenecks and may degrade systems performance using automated programs like IBM Tivoli, HP OpenView, and Oracle Enterprise Manager.
  • Design reports based on top management requirements that present IT Infrastructure Performance using automated reporting programs like IBM Cognos and IBM Tivoli Common Reporting.
  • Coordinate with employees and consultants in the IT department to ensure cooperation, resolve problems and applying the best practices.
  • Consulting with users and technicians to provide a comprehensive assessment and recommendations of the system requirements and report to managers.
  • Meeting and coordinating with different department/sections to identify the Key Performance Indicators, and different systems performance metrics.
  • Writing detailed documents and guides that demonstrate how to evaluate and improve systems performance for both MoF, ERP Dep and governmental entities.
  • Writing technical manuals and provide Knowledge transfer and training for IT Central Management and different teams (Kuwaiti Citizens).
  • Designing new systems that are adequate with MoF Business requirements, objectives, and according to budget.
  • Apply different data module tactics and choosing the best that maintains the status quo for example waterfall, spiral, and Agile etc.
  • Coordinating with different sections in the IT department to build automating monitoring tools that identify the root cause of the problems for MoF, IT infrastructure (Network, Operating Systems, Database, Applications, etc.).
  • Coordinate with different IT vendors such as IBM, HP, Oracle, etc. to define/design the optimum Application Performance Monitoring (APM) and, Business Performance Management (BPM) tools to ensure system integration through a Proof of Concepts.
  • Applying different Project Management tools such as WBS, Gantt Chart, Balanced Score Card, Road Mapping etc. to complete and achieve projects.
  • Identify and gather most of the MoF projects technical problems in the entire IT infrastructure (Network, Operating Systems, Database, Applications, etc.).
  • Issue the first guide to evaluate MoF projects performance and identify the governmental entities bottlenecks using available tools (manual/automatic).
  • Application: Oracle E-Business Suite financial modules as the main core applications, Oracle SOA, BPM.
  • Monitoring Applications:Oracle Enterprise Manager Cloud, IBM Monitoring, IBM Netcool, IBM Robotics Response time, IBM Composite Application Manager for Oracle Database, and IBM for J2EE.
  • Reporting Applications: IBM Cognos, and IBM Tivoli Common Reporting.
  • Middleware: Oracle Service Bus
  • Database: Oracle Database, and IBM DB2.
  • Operating Systems: HP-UX, Windows, Oracle Linux, and Solaris.
  • Hardware/Network: HP, DELL, Oracle Supercluster M7-8, Cisco core switch, Cisco/F5 Load Balancer, and Cisco Firewall.
